Do you need to fill out the Irish PLF if you are transiting at T2? I was discussing this on another forum where someone suggested that it was not needed as they would not pass through immigration - but isn't this the "Dublin loophole" for Americans (mainly) to enter the UK without any immigration checks? I thought they had closed this down?
