This might be am OW rule-rewrite, but I'm afraid this is a Finnair cost-cutting excercise. Each lounge entry costs something (to Finnair) and the better lounges are more expensive... AY input to this discussion is missing?
Do we any experience, if the same what happens with the other OW airlines? I.e. does IB/CX Emeralds have access to BA lounge?
