I think it goes something like this:
With a general decrease in the number of people flying since 9/11, there has been a significant decrease in premium and business travel. This has lost a percentage of the travellers who would normally have travelled and earned points. Thus, a number of people have been downgraded (Gold to Silver or Silver to Blue) due to lack of flying. BA is attributing this drop off in EC Elites to the 9/11 attack, terrorism, the Gulf and Afghan wars and the decline in global economic activity.
If the 25% quote does allude to the decrease in flying due to 9/11 then I can certainly believe that they have lost 25% of their Gold members, especially the ones in the NA scheme.
