I don't tip on the tax but will on Alcohol. It's part of the meal and if it's a cocktail the bartender is putting in work to make the drink and if it's a place with a bar a lot of times the server has to share the tips with the bartender and busboys a lot of times.
Let qualify this a little. I'll tip on cocktails but not on, say, the full amount of an expensive bottle of wine. I'll tip the sommelier if he's been helpful or if we have a history, but in SF, I'm not tipping the server on the price of that bottle.
