Do we know how far back Capital One looks to see if the applicant has previously held an account? I am not asking what their rules say, but do they actually look back to 1994 (or earlier)?
That I am not sure of, but it's very possible they go back to the beginning. You can always send the referral and see if it works, I don't see a negative effect of that. That would be an excellent DP.
