You don't need to submit the PCR test electronically. Have two printouts of it (one will suffice but just in case) and it will be checked at agents at the airport prior to boarding the plane at check in, might be checked again at the gate if you have a connection, then it will be checked when you deplane in Thailand along with your Thai Pass QR code.
