I find it interesting that BA has had such cards for some time. I think the idea is quite interesting and good because of it being in writing. Further, it should de-escalate any potential confrontation between the FA and PAX as the FA just needs to say something simple like "PAX you have been repeatedly asked to do XYZ, as you have failed to so I am required to give this written notice."
