Dirty trick obviously but wouldn't strictly be against the rules. I would personally just not stay there unless they waived the fee though.
It's not unheard of for properties to charge for access to spa facilities. E.g. Park Hyatt Tokyo, Andaz Mayakoba. Some then choose to waive the fees for Globalists but I don't think that's required, since the facilities aren't covered by any resort fees.
Charging for pool access outside of a spa setting is unusual which is why I wanted to know what the property is.
