might have to do with "liability shift", as a transaction that starts with a chip vs swipe. In this case, a transaction with a PIN is known to have been done by the owner of the Gift Card, versus one done as credit (higher risk for fraud, but bigger commission). But in the end, fraud is skyrocketing with VGCs. I do drain them immediately after purchasing them, as far as how long does it take to go from Krogy to Wally.
Yesterday I had an MS day around town, and decided to follow instructions from this thread. Not a problem draining the VGCs at Wally once the new pin had been established on all VGCs.
