As long as there is a seat available to change to, I don't think there is a cutoff. I have been able to change seats right up to a minute before I've boarded. It only locks you out when there isn't a free seat available in my experience. I think there is a short period right when the flight goes to gate control when you can't make changes but it doesn't last long.
