"Participating Properties outside the United States will pay the equivalent in their local currency" to Platinum Elite Members and above as compensation if the property is unable to fulfill the Guaranteed Room Type benefit.
Participating Properties are determined by brand -- not by geography, and not by the whims of a hotel manager.
