UA has been using International Business class for (short haul) non-lay flat intentional and longer haul, international with lie flat has been Polaris class. Using Premium Economy is a third term -- the first TATL not Polaris Class

Definitely makes sense IMHO. The market has dictated that recliners to "nearby" LatAm can be called Business Class, but Business Class to Europe pretty much has to be lie flat (unless your Iceland Air haha).
