If you're originating from another Canadian airport, easy peasy. You are a "domestic" passenger upon arrival to YYZ, so you would be able to exit the airport at will and then clear US CBP & security in the transborder area when you come back. If your origin is outside Canada (i.e. Europe-YYZ-USA), you'll have to enter Canada before exiting the airport which I believe still requires a negative PCR test & all other Covid related requirements.
