Can't be a new policy, I remember the same on bmi too! Basically if the aircraft parks up to an airbridge on the wrong sort of pier (i.e. domestic on international or more rarely international on domestic) they will attach the stairs to the rear of the aircraft.

I theory they could let you out of the aircraft using the airbridge and down the stairs to the bus but that doesn't seem to happen in the UK.
