Yes - the only row of the exit row on the 739 with extra legroom is row 19. 21A/F are missing the seat in front of them, so they have virtually unlimited legroom as long as you don't mind being in the window.

Also, row 19 doesn't recline due to the exit row behind it, as an FYI.
