UA issued Travel Waiver: Midwest Winter Weather (February 1 - 3, 2022) including ORD, this usually leads to some reduction in flight operations -- your flight may have been a victim. And yes the drawdown will start before the weather is too severe to avoid stranding equipment and crews out-of-place.

Do you have more information on this? Not aware of any such official listing for USA flights?
UA does report to the FAA such statistics but not on a realtime basis.
Some information can be sites like ExpertFlyer, FlightStats, ... but they are no "official" and may only show some reasons. This may be what you read about

This shows the flight was cancelled about 4 hours prior to departure

Also so the number changes may on flight day
