You are answering the wrong question. OP does not want to escort the kid through TSA. OP is fine with the kid flying on his own and just needs to know the rules.

You are correct that they could use gate passes or dummy tickets on both ends to avoid the TSA issue. But is this really easier than just getting a NY ID and not worrying about whatever might happen?
