It is like the advertising for a fare, you cannot advertise the fare without the "enhancements" such as airport charges, government tax etc. It is also improper to hide the fuel "surcharge" as a surcharge, it is not, merely a fares hike.
It is perfectly ok to charge extra for credit card use in the UK and has been for a number of years. It is not permitted to surcharge for debit cards .
