Yep. The mexico airport departure tax varies by airport (I think Mexico City is even higher than that), the tourism tax is basically in lieu of a visa fee (it doesn’t apply to Mexican citizens and legal residents), and the rest is US taxes and fees that apply to all (paid) intl tickets. (Some of them don’t apply to award tix, I think)
Unfortunately, the only fee waived on award tickets on international flights is the $4.50 Passenger Facility Charges (per US departure airport -- a few US airports only have a $3.00 charge. $4.50 is the maximum allowed by law). It's the $9.00 in charges listed above. This is also waived on domestic awards. Additionally, there is a $4.50 per segment US Excise tax on domestic fares that is waived for awards. This leaves only the $5.60 each-way TSA tax on domestic awards, but international awards are stuck with all those other taxes and fees.
