She will need ID. TSA only allows minors through without ID, if traveling with an adult companion.

As she'll be unaccompanied by adult companion she will need valid ID.

Will minors need to have a state ID to fly domestically?

TSA does not require children under 18 to provide identification when traveling with a companion within the United States. The companion will need acceptable identification.
