It varies by airport. At your origin, ask the gate agent if they can request a cart for you at your arrival gate. If they cannot, when you arrive, ask the agent at the gate to request one for you. You can also just try to flag down a cart. As for cost, there is not a fixed cost but tipping is customary - at least a few dollars per person.
