I have always had my seat fees refunded. Look up your receipt and it will have a separate ticket number for the seat purchases. Go to refunds and enter that number along with your name. You should receive an email confirmation right away, and I’ve usually received the refunds within 24-48 hours. Not sure about the insurance.
