if there is an award chart for it and saver space is available then you can book it on AA. I think AS considers Israel as Middle East and AA is not listed on that chart meaning no awards available.

It seems EL AL is earning partner only and not a redemption partner. I don't think you can redeem AS flights with EL AL either. Its not a One World partner so I don't see things changing.
