Merchant charges
I think that my old memory also remembers that you cannot charge more for a credit card booking. Don't mistake that for the 2.5% VAT dodge that companies like WH Smiths use for their financial services arm.
It is like the advertising for a fare, you cannot advertise the fare without the "enhancements" such as airport charges, government tax etc. It is also improper to hide the fuel "surcharge" as a surcharge, it is not, merely a fares hike.
