The hotel was set to be demolished and only reopened to avoid having to pay the absolutely absurd retroactive Covid unemployment pay that was imposed by the NY City Council. And while your last sentence is true, it's true for all hotels, so it wouldn't explain why this hotel's reviews are so bad.
