If the OP wants cheap in the same area as Andaz 5th Avenue and Hyatt Grand Central (which is a good location for tourists, IMO), the Hyatt Centric 39th is a no-brainer. Cheap, at least now, and new. The downside, of course, is room size, but I'd take a small, clean room over a larger, dirty, depressing room any day.
