Had the same problem but I found that seat changes worked perfectly when in private/incognito mode and not logged into one’s account.
Luggage will be checked through when on the same ticket and contrary to many posters here I never had any bad experiences with TAP, apart from some minor IT issues such as the seat allocation thing.
