Singapore and HK, unless something's changed in the last few years, are chip and signature just like the US. No surprise there'd be no PIN prompted for in-store purchases when those cards are used in the US as they run as "credit". The debit card routing stuff in the US is something that's pretty US specific (to the point where they had to come up with a special specification to allow EMV to be used with it).
So debit cards in the US are using their own networks, like Star, while overseas issued debit cards use visa or MasterCard and as a result, these transactions are treated as credit card transactions by default, correct?
