I have several questions to the well-educated public in this forum regarding prepaid and gift cards:

1. I know of no prepaid VGC or MCGC that has a user fee for retail purchases. The only fee is to buy and activate the card. (I am certain someone will find and post an exception to this

)
2. In general, no. However, there have been DPs published where Happy cards were able to buy various GCs including VGCs at stores like Lowes and BBB. However, it seems as if the most recent DPs are more fail than succeed. I have never been able to do so.
3. Don't understand the question. Is this for grocery cashback, portal cashback?? If you are asking about the prepaid DC giving cashback with use, then that would depend on the financial bank backing the card and the incentives based on it's use.
For example, Amex BB does have deals on the use of it's card at certain retailers where you get money back if used in the appropriate fashion for the right amount spent there.
