The HI Whitechapel is often one of the cheapest in central-ish London. The area may not be the nicest but I've always had friendly service there. With Crossrail finally arriving this year, the area should see some regeneration.
They are going to Hyatt. It was reported by Raffles on his HFP site earlier in the month (link below).

Agree re Whitechapel it’s a solid enough hotel with a refurb apparently planned for later this year. For the price it’s excellent value.
