I flew in the beginning of december HEL-DOH-ZNZ by Qatar. I took Finnair RT-PCR pre test and certificate doesn't have QR-code in it. Passport number was printed, but you need to provide it when you book the test.
In HEL check in, all documents were checked carefully but no one asked me anything about QR-code.
Where did you get info that you will need QR-code? New requirement?
Just a tip ... get the e-visa, don't do the visa on arrival. It is quite a hassle anyway. Enjoy ZNZ
