TA flights out of PHL are routinely marketed with Flagship Business class. There doesn't have to be a Flagship lounge for them to market the flight as such, though they certainly don't price the service based on lack of a FL. Considering they began demolition of the old AC in September 2019, one can only wonder when the FL will be open. If they plan on operating the full European schedule this Summer, perhaps we'll see something.
