It is unclear from the way it is written and people often confuse terms.

To the OP: If you are on a single ticket Maldives-Doha-London then you don't need to do anything. You will be in transit, and your luggage will be tagged in the Maldives for London and you will stay airside and just change planes in Doha. If these are separately bought tickets then your first final destination is Qatar and you will need to meet with all requirements for entering the country (or risk being denied boarding in the Maldives). You may get lucky and have your luggage tagged through, but don't count on it.
