Have you seen any hijabi women in the pool? If not, it's possible they think it's a bad look to be 'covered' in the pool as it wrecks their vibe.
I would absolutely complain. Argue it's for sun protection.
Everyone at the pool was either Western or Asian. No one of any gender was wearing conventional Muslim attire.
At checkout I brought up the issue with my cocktail at the pool and the front desk proactively offered to waive the drink charge. I was pleased by that. Currently across the street from Andaz at St Regis, which I am much happier with.
