I live in the USA and only know how to pull up the US Best Western Rewards page that explains earning elite status, but I doubt it's that different for Canada. The US one says as footnote 3:

Only points earned on eligible stays will count towards elite qualification.

Which would mean neither points transferred from somewhere, nor points earned from a credit card, nor points given as any kind of bonus (credit card or otherwise) would could toward elite status.
