Got it, thanks all. It looks like I am eligible for the eVisa, so I will apply for that, and on arrival I have to take a PCR test (do I need to pre-register for this?), wait for the results, then enter India, then go back through security so I can get to the airside Niranta hotel?

(PS, is there a clear government website that lays out these rules that you all have found?)
