I believe that tey do have traffic rights but the problem lies elsewhere: ticketing as two segments implies notionally that the pax changes flights in DMM and I suspect that we would be below MCT to allow for this (even if, in reality, it is the same flight and, in practice, feasible). Routing rules for the fare may also conceivably be another obstacle to issuing it as separate segments.
