It's a big hassle at best to get a visa for Russia. Do not even think of PH Moscow unless you need to be in Moscow.

I'd vote for PH Vienna or possibly Paris, but their recent reviews are off putting and IME repeat guests have always been treated better. Note that in Paris TSUs confirm a junior ("Park") suite, really one room with somewhat of a sitting ares (smaller if there's an old fireplace) and a nice bathroom.

Look at Small Luxury Hotels, but they tend to be in the countryside, require a rental car, and are not close to major airports. Don't expect much for Glob benefits in these properties.
