Truly bizarre and I'm sorry this has happened to you. I suspect you're being discriminated in the same way they discriminate against women in hijabs who are generally refused entries to clubs and bars.
Have you seen any hijabi women in the pool? If not, it's possible they think it's a bad look to be 'covered' in the pool as it wrecks their vibe.
I would absolutely complain. Argue it's for sun protection.
