A ghost flight, surely, is one that has no passengers and is not intended to have any passengers. If there is even one passenger on board (and one lone passenger is not an unprecedented occurrence), there would have to be at least the required minimum number of cabin crew. And the hyperbolic opening paragraph of "Their seats lie empty, their emergency-landing videos stay unwatched and their meals remain unmicrowaved" wouldn't apply.
