When hotels think they can get away with anything, they push the envelope. I'm sure every hotel chain has issues with hotels charging junk fees. My experience has been that it's much more pervasive with Marriott properties. Hyatt's waiving of resort and/or parking fees as a part of the loyalty program is evidence that they are motivated to reduce junk fees for their elites.
Parking is not a junk fee.
