But if my luggage is checked all the way through then the backup plan won't really work.

Internationalmto Domestic you always need to reclaim luggage and rech3ck it. Some international to international destinations yiu have ITI where bags are through checked and you don’t need to reclaim. Not sure which the participating countries are but I know I’ve done ITI on UK-MIA-Cancun and vice versa.
