Emirates certainly does and I'm sure many more will too if you care to look them up.
Your quite entitled to your opinion that it's unreasonable, personally I think it's unreasonable to think an airline isn't entitled to protect itself against fraud and for a customer to think he/she can select what terms to comply with, especially when it's such a minor requirement.
