Use the Skype telephone app to call, most foreign calls are quite cheap even for a long time period. I used it several times to call foreign airlines and businesses.
but before you call check the skype web site or skype app. it should notify you of the per minute cost. or make a 1 minute call and check what you were debited for the call from you account. A few airlines may have Whats App to call also.
