No additional official announcements (at least not yet), but I think they have allowed VTL bookings beyond 20th Jan to go ahead at a reduced capacity. Just did a dummy booking for Feb/March and VTL flights are available on SQ. If you're looking around late Jan and most of Feb and you don't see any available VTL flights for purchase (especially on the SIN-KUL route), there's a possibility the flights have been sold out or they have reached the allocated capacity.
