Air Canada is clearly in the wrong here but I travel with a passport as I have heard of this happening. It happened to me at SEA on an ALASKA flight. I had my PPT but did complain to Alaska later and they acknowledged they were wrong per their own policy and sent me a $200 travel credit (even though I did get on the flight with my PPT). I made the complaint so people like the OP would hopefully not encounter such an issue and that the gate agents were educated on the issue.
