I'm not sure if the OP is asking about air travel or lodging or rental cars. Air travel would have to be for official use under the Federal government's contract with various airlines for different city pairs. Some hotels and car-rental companies offer government/military rates even for leisure travel. For rental cars, I think that it would just come down to whether Capital One's travel portal allows a cardholder to enter the Hertz CDP, Avis AWD, etc.
