As a smoker, I can tell you that the cheapest cigarettes are still going to be in the US, at a gas station like QT in ATL or someplace like this.

Duty free in Europe is at some airports cheaper than in the country itself, but not everywhere. If you were going to Italy, I would say buy them on the street, from black market sellers. The airport at ZRH has very good prices as well.
