As far as the restrictions, it is fair to point out that PR's medical infrastructure is far more fragile than FL's.
My wife actually had the misfortune of having her back "go out" the last time we stayed at this hotel. We can attest from personal experience that Puerto Rican medical care is quite poor. Like hospitals without drugs. Anyone "vulnerable" to anything should probably never come to the island -- or certainly line up good physicains ahead of time.
