The local agents should've arranged hotels for passengers. I can't imagine there not being any hotels available in the NY area.

That being said, even if they had arranged the hotel, it was most likely a better option for you to arrange your own and charge it back to BA, as you probably got to your hotel room long before you would've if it had been BA arranged.
